It is about Deventer topography, which is partly consistent with reality at the time and partly the result of artistic freedom. The composition does not correspond to the reality of the time. You expect to see the Bergkerk there. Funnily enough, Van Hove chose not to. Choices like this are entirely appropriate for romantic painters like Van Hove.
